17歲開始學圍棋會很晚嗎？？
有哪些途徑呢？

所以是不會遲的~
你可以去圖書館借閱一些圍棋入門,學一學圍棋的基本玩法
到你熟識後,就去借一些有關棋局佈陣的書籍,擴闊自己的思考空間~~

my personal opinion is that, if you are really interested in it, then just do it in case of no other people would be negatively affected, so in your case, you have no need to worry if you are too late to learn the subject, what you should do is to do, you are not to learn to compete with others.
